Consent Agenda
After hearing updates from the student body president, superintendent, and board members, the board unanimously approved the consent agenda.
The consent agenda includes personnel requests for resignations, new hires, extra duties, and temporary employees; the minutes from the last November meeting; and a contract with Kartini School.
Kartini School is a private alternative education provider specializing in helping students who are in treatment for eating disorders. The contract is intended to provide Sherwood students who need it with specialized services like tools, strategies, resources, and environments to help them reach state standards. The contract is slated to expire June 30, 2027.
Action Items
The board unanimously approved the appointment of Danielle Groves, Derek Thomas, and Debra Teo Shepherd to the Budget Committee.
These were the only applicants for the positions, which include three-year terms ending June 30, 2028. Groves' position expires June 30, 2027.
The board unanimously adopted the resolution to authorize the 2026-27 Northwest Regional ESD Local Service Plan.
It is annually required by the Oregon Education Services District to adopt its regional service plan for the following year, unless the district has withdrawn from the ESD. The plan includes core services available to all participating districts, requestable services, and an integrated guidance technical assistance plan.

About 4.5% of the State School Fund by weighted average daily attendance flows through the ESDs. The services provided are intended to help districts meet the state requirements for education, improve student learning, enhance instruction quality, enable equitable access to resources, and maximize operation and fiscal efficiencies for school districts.
The education programs include early literacy, the 9th grade success network, behavior attendance and social emotional support programs, grant writing, and workforce development for career and college readiness.
Information Presentations
The board heard staff presentations on six different items.
These included a community partnership update, fiscal update, student achievement report, Pre-Kindergarten report, academic calendars for 2026-2028, and a policy update for exceptions to the personal electronic device prohibition.
The cell phone prohibition update includes an exception request that parents can submit for their student if the is a medical order, individual circumstance, or for a specific educational outcome.
The community partnership update covered the autumn rentals season with community leagues and partners.
The student achievement report evaluates K-12 student performances for the 2024-25 school year, and graduation data from the 2023-24 school year.
All schools in the Sherwood district surpassed the state average in math and language arts, and the 97% graduation rate was maintained, according to the report.
The Pre-Kindergarten report found that the 2024-25 reduction in state funding significantly impacted early childhood special education, which required the district to rebuild its pre-kindergarten program as a fully tuition-supported model with half- and full-day options.
Currently, there are 20 Pre-K students in the full-day Ridges Elementary program, and 20 in the half-day Middleton Elementary program. There are four students on scholarship.
The district’s Pre-K program is intended to support kindergarten readiness, early literacy and math development, and social-emotional growth.
